This is a Leg Harness that is applicable to several costumes – X-Wing pilot, 181st Pilot, Baron Fel, ATAT and etc. Grey polyester webbing with 6 slots on each side of buckle and metal buckle.
Attachment to the vest is via velcro.

Actually the other part of the velcro (loop) will be on the vest (if you order one).
I am sure you can find velcro (loop) locally.
